I have written previously about how the organization, Parents
for Megan’s Law, has used distorted and misleading statistics. They have been in the news recently about this. I decided to explore another statistic they have referenced: “The average serial child molester has between 360-380 victims in his
lifetime.” The source of that statistic seems to be South Carolina Forcible Sex Crimes. (1999). Summary, South Carolina Law Enforcement Division, Columbia, SC.
(That reference is listed at the bottom of the page).
That statement and indicated source is all over the Internet. The
trouble comes when you actually try to find the source document. One finds that
the South Carolina Law Enforcement Division does publish an annual Crime in South Carolina Book in which they report the yearly statistics for
various categories. The first year for which this annual compilation is
available is indeed 1999. The difficulty deepens when one finds that this document does not have a category for “Forcible
Sex Crimes.” It does have a category for rape and a category for “Other
Forcible Sex Crimes.” When one looks up that section, there is no “Summary”
which includes the statement, “The average serial child molester has
between 360-380 victims in his lifetime.” There also is no way to compile such a statistic from the data presented.
This is not surprising. This report relates the number of crimes reported
in a given year. It would be very strange indeed if it reported a number of
victims in a lifetime for a “serial child molester.”
If there is a document which contains such a statement which has been
published by the South Carolina Law Enforcement Division, I have been unable to
find it, and I have very good research skills. (If anyone can find such a document, please send it to me, and I will provide it here).
I did try to find another primary source for this statistic. A good number of websites contain a similar statement: "An average serial child
molester may have as many as 400 victims in his lifetime." Some listed as
their source, Elliott, M.,Browne, K., & Kilcoyne, J. (1995). Child sexual abuse prevention: what offenders tell us. Child Abuse and Neglect, 19, 579 –594. Being the diligent
researcher that I am, I paid the $31 and purchased the article.
Not at all I strangely (I am coming to expect this), the
article did not contain that statement or any statement that could be
legitimately interpreted in that way. The study of 91 interviewed offenders did contain this statement: “70% of the
men had committed offenses against 1 to 9 victims, 23% had committed offenses
against 10 to 40 children, 7% had committed offenses against 41 to 450
children. However, it should be pointed out that the 7% of offenders who
reported a high number of victims gave a different high figure when interviewed
6 months later" (p. 584). That is a long way from the statement, "An average serial child
molester may have as many as 400 victims in his lifetime."
What is one to make of all of this? For one, it is certainly
clear that there are a lot of “funny” numbers out there when it comes to the
problem of child sexual abuse. Those who offer such statistics apparently have
never checked them out themselves or perhaps hoped that no one else would. They are
probably right in that latter assumption. When it comes to statistics, most
people's eyes just glaze over. Meanwhile, these funny numbers are used to boost a veritable
“sex offender industry” that costs taxpayers millions of dollars.
The one statistic that doesn’t get much play is an
indisputable one. In New York State, 96% of those arrested for sex crimes have never previously been convicted of a
sex crime and thus are not listed on any registry (see also The New York Office of Sex Offender Management "Myths and Facts"). This means that the millions of dollars spent tracking registered sex
offenders will not and indeed cannot make a dent in the problem of child
sexual abuse.

Suspicious is the fact that the fox is being put in charge of watching the chickens. I think someone needs to follow the money on this one, something stinks and I can smell it and I'm a couple states west of New York.

People are just plain ignorant because they aren't educated enough on what a "chuld molester" is. You have Pedofiles and others in that group. Someone can be labeled a molester and never molest, it's plain ignorant of the public that a lot are being over charged on crimes and thrown in the same group as muderers and obvious mental people. Instead of providing treatment to an obvious condition brought on by mainly (and most probably) they themselves bein molested at some point. It's a viscous circle and can only be broke. With treatment, help and support. Throwing away the key is not the answer!
I wish I could find the article I read recently that stated new findings reveal that, in general, pornography offenders do not have histories with abusing or being abused, while hands-on offenders, generally, have no history with pornography issues... thus debunking a long-held myth that pornography is the "gateway drug" to physical / sexual abuse.
The latest studies have correlated the "amount" of porn images possessed has a direct link to the amount of "live victims"..Age seems to be a factor in the victim count also.
I am unaware of any such study. Please provide a link.
if an "average" one has 360 victims how many do the "great" ones have 30,000-40,000? and where do they find the time??
The "Salem Witch Trials" of 1692 and the "Nuremberg Laws" passed by the Nazi Party against the Jews in 1933, to me best fits the components Megan's Law, Jessica's Law, Adam Walsh's Law and all the other designer laws pertaining to sex offenses. But believe me, I am not a proponent of people who commit sex crimes, indeed, those who commit such crimes are better treated in the criminal justice system then I would treat them; however, I am a strong believer in the U.S. Constitution's Bill of Rights. Particularly the to 14th Amendment Right to Due Process which, from studying various state sex offender laws, tells me that no such Right exist for those people subject to these laws. That to me is a GIANT RED FLAG! Martin Luther King Jr once said..."Injustice anywhere is Injustice Everywhere..." In other words, the whole of America could be subject to the whims of irresponsible laws passed by a rouge state or federal legislature backed up by a rouge U.S. Supreme Court. Ponder this if you will: I believe sex offendder laws are pre-curser laws designed to open the door to more Draconian laws that willbe applied to all US citizens later in the future. Think people.
Not necessarily. Perhaps for some "dual offenders" there is a link, but obviously not for porn-only offenders. In fact, obsessive-compulsive collecting traits, seen in many with the CP population, can also explain high counts, not to mention technology itself.
When it's your child or grandchild on the list, would you be saying the same thing? What makes you think your family are immune?
There is another aspect to the statistics that are cultivated and used; that most readers do not realize.
1. It is a crime to discuss NOT TO REPORT someone who confides illegal sexual activity (sex with a child; crimes against children, etc.). Therefore NO ONE who is not in jail is not going to admit it to a therapist because he/she will go to jail.
2. SO the only people who CAN talk are in JAIL ALREADY. And chances are, the ones willing to talk are the truly bad apples that have committed many acts. And in most cases I would assume, they are talking because they are never getting out.
My point is -- the statistics are wrong; they are skewed. We need to remove the reporting requirements and begin studying the real problem -- which are the ones who did not get caught.
But fear keeps us from doing that. :(
